How does it work if a player shoots over in provincials,how long before he can play that divison again

From the Provincial Bye Laws:
Any player advancing to a higher average division due to shooting a higher average at a Tournament must shoot a lower average for two years in a row to be eligible to play in a lower average division at the start of the third year
